Duty of Excise (Cess) on Rubber

The latest amendment of the Rubber Act, 1947 empowers the Central Government to levy cess at a rate not exceeding Rs.2.00 per kilogram of rubber produced. The present rate notified by the government is Rs.2.00 per kilogram. The assessments and collections are made, with minor exceptions, at the point of use of rubber for goods manufacture numbering nearly five thousand.
For facilitating the assessment and collection, every manufacturer is required to submit a half yearly return to the Rubber Board in form M for the periods April 1 to September 30 and October 1 to March 31 of each financial year showing:

  • the total quantity of rubber purchased or otherwise acquired during such periods. (separately for indigenous and imported rubber), and
  • the total quantity of rubber consumed or used in the process of manufacture during the same periods.
